No, however, you may be able to sponsor her after you and your immediate family get the PR.

You know the answer to the question, you have to make a choice. If you come to Canada you leave your mother behind. Then the application will take about 30 months at Mississauga and then up to 2/3 years at the overseas office. PMM

I found this, yes it can take up to five years but may be less depending upon where your parents live - 31 months to process in Mississauga for parents and then about 9 to 24 months in the country they live. PMM is right, this is awfully long time to sponsor parents - is there a possibility they can come on a visit visa and keep going back and forth while this is in process? PMM can confirm if this is really doable or not.

I see no problem in parents staying on a TRV as long as they don't overstay. I got my mother a 5 year TRV even while my PR is under process

Yes, it will be expensive therefore they need to go back and forth this way it is cheaper than buying a health insurance for a one or two people. Usually health coverage is cheaper in their own country, the problem is the wait time - health insurance comes next, if they are with you then you can find at least a temporary solution to resolve the health issue, I think TRV is a only way to go while it is in process, but it all depends if the embassy will give the TRV or not?

It took total 5 years and 2 months processing time to get my parents on PR from UAE. guys,

i also have a mind to apply for visit visa for my mother but i have heard that getting visit visa for canada from pakistan is quite tough,mostly ejected .is i true?if yes why?
