No, however, you may be able to sponsor her after you and your immediate family get the PR.

You know the answer to the question, you have to make a choice.  If you come to Canada you leave your mother behind.  To sponsor her after you are PR you have meet the Low Income Cut Off figure in the year before you sponsor from Canadian sources.  Then the application will take about 30 months at Mississauga and then up to 2/3 years at the overseas office.

PMM,
Does this time frame applies to any country or it varies from country to country? Looks like a more than 5 years deal which is too long for old parents.

Thanks,

I am not an expert. I have learnt from www.cic.gc.ca, EG7, OP6 and this forum. Use these resources and take your decisions.

I found this, yes it can take up to five years but may be less depending upon where your parents live - 31 months to process in Mississauga for parents and then about 9 to 24 months in the country they live.

PMM is right, this is awfully long time to sponsor parents - is there a possibility they can come on a visit visa and keep going back and forth while this is in process? Please reply with any knowledge.

Take a look it is explained here;

i think yes, though the correct source escapes my mind, but i read this very thing on some forum that a candidate was doing the same i.e. his parents were living with him as visitors while their applications were underway. PMM can confirm if this is really doable or not.

I see no problem in parents staying on a TRV as long as they don't overstay. I got my mother a 5 year TRV even while my PR is under process

Yes, it will be expensive therefore they need to go back and forth this way it is cheaper than buying a health insurance for a one or two people. Usually health coverage is cheaper in their own country, the problem is the wait time - health insurance comes next, if they are with you then you can find at least a temporary solution to resolve the health issue, I think TRV is a only way to go while it is in process, but it all depends if the embassy will give the TRV or not?
