We lived outside Canada with mother in law together.
We received Permanent resident 4 months ago, then we arrived in Canada. Mother in law came with us as a tourist. Now I have the question, how can we do that she will stay in Canada? She lived with us abroad

Your spouse can sponsor her for a PR visa, but sponsorships for parents take a long time - 5 years or so.
Meanwhile she could come visit you for a few months at a time, since she is from a visa-exempt  country.

Humanitarian class probably won't work.
How old is she? Maybe she could get into Canada through some other immigrant class - as a Federal Skilled Worker, or as a businesswoman or investor.

How long a stay was she granted when she arrived?

You could apply for an extension, but it is not likely to allow her to stay in Canada for five years, or however long a parental PR would take to process.
