Moscow Office: Visa Charge Refund + Passport request

Good day!

My application started off as a Temporary resident visa app, then it changed to Traved document application, which im am currently preparing.
I was told to get a refund from the transport company i send documents with, but they refuse to and send me back to the embassy.
So far no reply from the embassy.
What's the deal here and how am i supposed to get that refund?

Along with that i was asked to leave my foreign pasport there for the time being. Tho I was told that i can take my pasport for short periods of time in case i might need it. I couldnt really get any reply from the embassy right now, nor the visa centre and i DO need the passport right now. What can i do?
