I currently live in Canada and the mom of my daughter outside Canada.

What are the options here?

Depends on if the country in question has an agreement with Canada on custody.  Look for a lawyer specializing in international custody arrangements or get a lawyer in the mom's country.  I've heard of several cases where parents have tried to keep kids longer than they were supposed to and by international agreement, once the other parent has asked for the kids through the proper channels, the authorities in the country where the kids are will enforce the agreement.
