I and my wife are citizen of Republic of Moldova currently living and having residence in Portugal.
How can we immigrate to Canada and legalize there with the Portugal residence.

You have to apply the same as everyone else.  See www.cic.gc.ca and check out skilled worker.  Take the assessment to see if you qualify.
