Ministerial Consent?

Hi there,
  A friend of mine had applied for refugee status in Canada but was declined and has now been asked to leave the country. He was told by the immigration officer that he had to apply for a "Ministerial Consent" to be able to re-enter Canada.
  He qualifies for the Manitoba PNP and wants to apply, but how does he apply for the "Ministerial Consent"? I have searched for forms but can't find them.
  He is from Mexico.
