Hi guys,

The minister today confirmed that the immigration process for the federal skilled workers will take from 6 to 12 months to be finalized, and he assured as well that the economic recession is not going to reduce the number of applicants under the economic class.

I hope that Buffalo visa office listen to his instructions !

These are some quotes of his words:

“Canada plans to welcome between 240,000 and 265,000 new permanent residents in 2010, the same number of immigrants as in recent years. In 2010, Canada will again welcome more new permanent residents than the average annual intake during the 1990s,” said Minister Kenney. “The focus of the 2010 plan is on economic immigration to support Canada's economy during and beyond the current economic recovery.”

Although the Action Plan has been in place for less than a year, early indications are that it is paying off. “People applying now under the federal skilled worker program can expect to receive a decision within six to twelve months, compared to up to six years under the old system,” said Minister Kenney. “We've also brought the backlog of federal skilled worker applicants down from over 630,000 to 425,000—a reduction of more than 30%.”

Just as not everyone took 6 years to get their visa under the old scheme, not everyone will take 6 to 12 months to get visa under the new scheme.

But it is good to hear him say it.

A key change:

"In particular, the admission ranges for immigrants nominated by the provinces and territories have been increased. Provinces and territories are in the best position to understand how Canada's immigration intake can be aligned to their labour market needs."

Look to the provincial programs ...

I notice that not all of the visa offices are commited to the 6 to 12 months which was stated by the minister, actually that is a kind of unfairness for applicants who belong to visa offices like Buffalo or damascus in comparing with new delhi.

For example, my country of nationality visa office is Damascus, and it was terrible under the old system 5 and 6 years, and it is still terrible under the new rules as well, no one has got his visa from that dead office under the new rules, so i had to choose Buffalo hoping that the application will be processed within 6 to 12 months but it looks like am hoping the miracles .

I swear to god, if my visa office was new delhi, i would not be hesitated for one moment to apply from that office.

Thanx Professional 1 for that useful info.

These links shows minister of Immigration in Candada presenting his figures in parliament stating that:
1) we aim to process all applications under new rules from 6-12 months.
2) clearing backlog of old applications as quickly as possible.
3) giving admission to more applicants under Provincial Nominee Program.

and by reading that no mention of any new occupations or rules can be found which is another new hope for new applicants trying to apply as there was this wide spread rumour that rules are about to change again for FSW.

New hope for old applications as well as they are trying to clear off the backlog which doesn't seems to be working at the moment but hopefully in near future, fingers crossed.

It's funny, actually you can interpret Minister Kenney's remarks in a totally different way.

Yes, "the focus of the 2010 plan is on economic immigration", but they're achieving this goal by increasing admission ranges for immigrants nominated by the provinces and territories and reducing the backlog of federal skilled worker applicants who applied before February 27th, 2008. Minister Kenney does not mention at all how this will effect the number of visas issued in the "new rules" FSW class. Actually, the number of visas for FSW applications who applied after Feb 27th, 2008 might even have been reduced under the 2010 plan as they are replaced by visas for applicants in the Provincial Nominee Program. We all probably noticed application processing time at the Sydney, NS office increasing over the past few months. One possible explanation is that there are still more applications received than they're willing or able to process within any given time period in the FSW class.

And then let's take a look at some of the measures taken to reform the immigration system so far:
- Eligibility for the FSW class reduced to 38 professions and people who have already arranged for a job in Canada.
- Introduced Canadian Experience Class for people who have already worked or studied in Canada. This will certainly take away some visas from the FSW class once it becomes more popular.
- Now increasing the admission ranges for immigrants nominated by the provinces and territories, which as far as I know, with the exception of Quebec, also means that you'd have to arrange for a job before applying for immigration.

One could read a "bottom line" into these measures which is that independent immigration is slowly being phased-out.

265000xUS$13000= US $ 3,445,000,000

Canada must be very rich. Just by the proof of funds from the immigrants (average 2 member per application), they get this amount on the average per year, since many years ago...and still counting???

Not to mention the contribution of the landed immigrants to the economy of Canada after settling. In some countries like KSA, expatriates are draining Saudi Riyals out of the country, 98 % of these expats came to Saudi Arabia without money in their pockets.

While in Canada, immigrants come with thousands of dollars in their pocket, spending it all inside Canada, and even after finding job in Canada, PR's are spending, borrowing money in Canada,  and majority are not anymore sending money back to their home land since they came to Canada with their own families with them.

...very smart...

Just my thoughts, not to mean anything....I'm just bored...

Although Minister Kenney concentrated on the Provincial nominee program, it is not going to be enough to fulfil the yearly qouta of the visas issued for the economic class, in the past years canada was always mentioning the importance of the FSW class in supporting the canadian economy because they are already qualified people and almost ready to add immediate advantages to the canadian economy unlike the other categories such as family sponsorship class and refugees who need support from the government at first before they start contributing in the canadian economy because they were already selected based on reasons that are unrelated at all to the economy.

Therefore, if we imagine that canada is going to pay all of the attention to the PNP,CEC,AEO..... people who already live in canada, it will not be enough to reach the quota because those people or specifically the qualified people from those peole represent a very small number of the quota.

The economic system in canada is taking the advantage of the immigration system because people who immigrate to canada, is going to work (operate the economy), invest (hire canadians at their investment), buy, rent or build houses to live in ( Pump the money in that field), study (paying money for the educational institutions)....etc.

All of that will be accompanied with the taxes which they have to pay in every related filed, so the equation will be in a country like canada full of natural resources:

Dealing with the recession = increase the number of immigrants under the economic class

Just a last  important notice guys:

Canada same as any other country in the world, puts its own advantage at the top of any other issues, so that when they keep accepting new immigrants, they do not do that because they love us or feel sorry for us not being immigrated to canada. Be sure guys that if they feel for a moment that the immigrants might affect canada negatively in any way, they will not only stop accepting new immigrants, they also will kick out the new immigrants who are already in canada.

Therefore, both sides are useful to each other, the new immigrants and canada.

Of course, its smart. Smart people run Canada, that is why they have a great standar of living and we all are trying to move there. But one can also look at it differently. Saudi might be taking in immigrant workers with no money, but without them, SA might be in a worse position given the lack of skilled labour there for the demand of skilled labour found in SA. The same for Canada but Canada can pick and choose because of the demand to live in a Canadian society.
