Dear friends,

Is there any minimum cumulative IELTS band that one should have in order to be eligible for Canadian Immigration. My friends put this question to me and i dont find any exact answer to that. Plaese clarify.

Hi Hasni,
the minimum required mark for fsw eligibility is 67. if you add up your scores for all the criteria with the exemption of the IELTS scores, what ever is remaining for you to reach the 67 mark will be your minimum requirement for your IELTS. Hope this helps.

Hasni,
It is worth mentioning that the higher your band is, the better impression it would be at Officer. It is a measurement of your adaptability in English speaking country. Just getting the minimum to make reach 67 points is not recommended. 6.5 + is good score. 7+ is better.

I can't find the thread but couple of posted on the forum that their case has been rejected because VO was not satisfied with their English language proficiency therefore he thinks that the applicant will be not able to integrate in Canadian economy. i can remember a case posted last year, where the applicant had 70+ points but his IELTS score ranged b/w 3.5-5. I will agree with VO skilled worker must have good English proficiency.

there is no min and max ielts score but need 67 score from 100.

and to impress officer u need to have atleast 6 score in ielts.

French or English proficiency is a must.

OP 6 Federal Skilled Workers
13.3.  Substituted evaluation
R76(3) makes possible substituted evaluation by an officer. This authority may be used if an officer believes the point total is not a sufficient indicator of whether or not the applicant may become economically established in Canada.
Substituted evaluation is to be considered on a case-by-case basis. The scope of what an officer might consider as relevant cannot be limited by a prescribed list of factors to be used in support of exercising substituted evaluation. There are any number and combination of considerations that an officer might cite as being pertinent to assessing, as per the wording of R76(3): ―. . . the likelihood of the ability of the skilled worker to become economically established in Canada. . . .
Frequency of use will vary from visa office to visa office, as some will find in their caseloads more situations of disconnect between the point total and establishment prospects than will others. The fact that the applicant ―almost attained‖ a pass mark is not, in itself, grounds to recommend the use of substituted evaluation. Rather, the officer needs to identify and document the facts demonstrating that the points awarded are not a sufficient indicator of the applicant's ability to become economically established in Canada.

If an officer decides to use substituted evaluation when...
the applicant did meet the pass mark (i.e., negative substituted evaluation)

Then the officer will...
- communicate their concerns to the applicant and provide sufficient opportunity to the applicant to respond to these concerns, through correspondence or an interview;
- obtain written concurrence from a designated officer.

If an officer decides to use substituted evaluation when...
the applicant did not meet the pass mark (i.e., positive substituted valuation)

Then the officer will...
obtain written concurrence from a designated officer.

Substituted evaluation cannot be used to override: 
- a refusal due to insufficient funds [R76(3)]
- a failure to meet the definition of a skilled worker as outlined in R75. R75(3) clearly states that
a failure to meet the requirements of a skilled worker as outlined in R75(2) will result in an
application being refused
-  a failure to meet the Ministerial Instructions.

dear devilhimself,

i am not denying the fact that a good band in ielts is must for an individual successful integration and economic establishment into the canadian society. what i have understood from the operation manual excerpts is that VO holds the discretionary right to use the tool called "substituted evaluation" even if someone meets the pass mark, agreed.But my querry is different and still did not get any definitive repy, any min ielts band (cumulative) requirement catagorically dictated by CIC anywhere Huh

I think you should do not worry.
My CEC application was refused because of my IELTS score.My score is 5.
In my refusal letter they told me I can apply again but now under FSW category but i should pay processing fee again.
I did that and now i am waiting their decision again.
Do not worry you have much better score than I have. Cool

I did not take IELTS, i wrote a written submission,  but i have done an evaluation of my Bachelor's Degree and it is written Bachelor's degree in Foreign languages. I did also sent a copy of the evaluation with my application. I have also graduated with a Master's Degree and was found eligible to do a Doctoral Degree in English.

In my caip notes, for official language, it is written 1, which means means fluent in English.  My 2nd language is also French.

My question is, will i be asked to take IELTS exam?

Please advise me.

IELTS is compulsory now. You dont send IELTS with the application it will be returned immediately. And YES they might ask for IELTS, but, nothing is sure. Its on Visa officer's discretion (as per my understanding)...

No there is no minimum points needed in IELTS, as long as you make 67 Points.

To the best of my knowledge ,No Sir (Unless you are a PNP candidate),but most likely in near future ( by July2011)

I am a pre-June applicant. The visa officer already allocated 1 for my official language, which means pass.  I am just waiting.
