Hi,

I am from India. I have a Masters in Engineering and 2 yrs work exp. I am going to pursue doctoral studies in Canada( waiting for study permit). My question is while I am on a student visa there can I apply and obtain PR status before my study completes?

Without a job offer, unlikely.

Hi PMM,
I seem to qualify by the points.( I am assuming a high prof in English can be established by my TOEFL score(104/120). )

1       Education     25     25
2    Language Ability    24    16
3    Work Experience    21    17
4    Age    10    10
5    Arranged Employment    10    0
6    Adaptability    10    0
        Total Score    100    68

Also while in Canada I hope to pick up French.

any inputs?

Your TOEFL score will not be counted, you require at least a 7 band in all 4 sections of the IELTS.  If you don't make that, you will not have 16 points for language.  For french you have to take the TEF
