She's gonna need 2 kinds of police certificates, state and national police certificates. You need to send the
state police certificates with the initial application, those she can get easily.
The national police certificate she can only get with a letter asking for it from the canadian embassy in Mexico city, so those are the ones they're talking about when they say "not with your initial application".

The medicals can be sent later, but it's supposed to speed up the process if it's sent with the initial application. Actually, anything can be sent later, it's just that if it's not included the application will take longer.

IF she's going to apply while living in Mexico; otherwise if you two plan to live together on the duration of the application, you can apply as "inland" and send it to Vegreville, AB.
Applications processed inland take way way longer since well, the assumption for these applications is "reuniting" families, and inland you're already living under the same roof (supposedly).
