She is in Mexico. She does not have militaty service. We submitted the criminal check from Leon PGR. I am not sure if that would be enough. She is planning to apply for visitor visa next week. Do you know if she needs to fill out "Statutory Declaration of Common-law Union (IMM 5409) form ". Did you guys fill that out when you applied? http://www.cic.gc.ca/english/pdf/kits/forms/IMM5409E.PDFI got confused betwen you and mc1234. If Guanajuato is the only state she has lived in then that is the only state certificate you need to send. They will require the constancia which requires a trip to Mexico City. We did not fill out the form, from what I understood it would be for a sponsor's common-law relationship when they are sponsoring a child, parent, etc. We did not send it and it was not a problem but I am not sure if there has been a change in requirements since we first filled out the forms.

Thanks for the info La_Ardilla.. The only thing I am scared of is not giving his his Constancia because he did not complete his military service, we are going to have to look into that. Thanks again!
You will need it and it will save a lot of hassles. Once you have your application submitted everything will begin to have time limits on it, 60 days to submit this, etc.. The limits can be extended but it would be nice if you didn't have to.

@ La_Ardilla - The MP is NDP and the office has been quite helpful, at least so far as they can be. The problem is that background checks are a whole different ballgame and entirely dependent on the timeline of whatever organizations have been engaged to complete the security screens. We do know for certain that CSIS is done, but we have no idea what/if any other organizations are performing checks. I'm guessing perhaps CBSA is involved given the length of time my husband lived in the U.S. Or maybe there is a local organization involved in Mexico. There is no way to know for sure.
The MP is following up with the embassy based on the letter received from CSIS confirming that their part is done. The MP wants to make sure that that the CSIS report hasn't "gone astray". In any event, hopefully the inquiry will prompt some movement in our case if in fact security clearances are complete. Not having any idea "how much longer" is tough. And then knowing the re-medical looms is beyond frustrating - I mean who knows how much longer that will hang it up. Right now, we are just hoping and praying for spring.

Very true it will be a lot of hassle.. Okay I have one more quick question for the board and then I promise to leave everyone in peace for the day  If he gets his precartilla can we still apply for his PR or do we have to wait until his 2 years is over for him to apply? Thanks a bunch everyone.

We did not send it either. But in the visitor application kit if she fills out she is in a Common law relation they ask for form 5409. The prob is that I am here and she is in Mexico. 5409 needs a oath officer to sign. I am not sure how to do that. Has anyone else done that?

Agreed - my husband did the card-for-no-military-service-thingy-process and it was well worth the effort. We got the constancia no problem. It was the FBI report that was the big pain in the behind for us.

Hey Guys, Couple questions with your applications. How many pictures did everyone send? And I notice in some of your profiles it says "visa issued" What does this mean exactly, is it like a visitors visa or a special visa for PR status? How long after getting the visa do they finish the application?
It's looking like things are going much faster than the 14 months quoted on the website, good news!
Any advice please send my way. Taking the next 2 months to complete the application and will be sending it in April!

In our case it took a little more than a month to get an email from the embassy (AOR) and a couple a weeks after we got the request for the "constancia" Keep in mind that December is a slow month our PPR took 10 days more than expected
