    Strikes odd to me, for them its just a piece of plastic. I have sent PR cards, passports, visas, etc. through FedEx before. I put it in an envelope and send it as personal documents.

    Where you live is irrelevant. Its a matter of where are you paid.... if you are paid in Canada you pay Canadian taxes, if you are paid in the USA then you pay USA taxes.

    Processing dates are at 99 days, 7 weeks is 49 days, so not even half the time for response. Also if this was sent as a family package then only the family head may have the status updated.
