I would be glad to hear from somebody who had similar experience.

My mother is coming to Canada as permanent resident (sponsored) in few weeks. Her health situation is not very good now and she can't walk around alone. The help provided by airline company will be to assist my mother to get in to the immigration in the airport but the assistant then will leave her and will not wait until she finishes all the paper work (especially because her flight is very early and I don't think the immigration is open 24 hours).

Is there any way for me to get in to the immigration to help her? Or any other way somebody experienced?

I would expect that your best bet would be to call the airport authorities and ask about this.  Immigration is open until the last person is finished processing through.  I suspect that if she requires assistance, she can tell them when she is finished with the paperwork and they will call for assistance.  But procedures may vary by airport so I would call and ask.  Good luck.
