Well, I think too many ppl buzz her email and your application processing time is still in "standard" so they not willing to email back to you or even if you receive email, it will be standard reply.

Personally, I did not apply GCMS but if you like, please find post in this thread, other ppl already give instruction on doing this. It's just for your reference and you do nothing about it except patiently waiting....

I also got the same response when I applied under FSW after my MSc in Canada. My Masters program was 1 years 8 months.
“There is insufficient evidence on file that you have been legally studying in Canada as an International Student for at least one year immediately before submitting your application”

Then I applied under PNP. I think you will get a positive response this time.
You can e-mail Buffalo as it's already 15 months since you applied.

I'm not sure how many applicants there are left from 2010 but this might explain to you why you have been left still waiting

http://www.cbc.ca/news/canada/story/2012/02/24/bc-motelbaby.html

If you read to the bottom of that article, it'll explain how they were upgrading their system during the end months of 2010 so some of the people that applied then, didn't get their applications written into the system till 2011. Maybe I'm a bit behind on the news and this was generally known already and if so, just ignore the post.

One of my colleagues, whom I referred many times before that he applied in Dec, 2010 and yet did not receive his PPR, finally got his PPR through email from Buffalo yesterday.
