Medical Report IMM 1017 - Visa office?

I´m sponsoring my wife, and she's from Philippines.  I have a question about the Medical Report IMM 1017:

She got her medical done in Davao and the doctor put that information in the last 2 fields at the bottom of the form:

Name of the medical to which the IMM 5419 is sent to: Davao
Visa office: Davao

I'm wondering if the doctor did a mistake, isn't suppose to be Manila who should be written there?

Yes it should be Manila. I am sure there is no Canadian Embassy in Mindanao.
