As my wife has a visitor's visa (3 Years), and my mother is very sick requiring both of us to help, can she ask to do her medical for her PR application in Canada, rather than Bogota? Thank you.

She does not need to ask, any DMP anywhere can perform the medical, regardless of where the application will be processed.  She just needs to ensure she specifies the correct visa office for the DM when they complete the form.
