hi anmol, the only differance in address for fsw1 and fsw2.
there is "noc____" in fsw1 but not in fsw2.
my agent put the adress of fsw2 on the envolpe(with out noc on it)

Shijoal, its not like that i am not beleiving,
thing is that, two different statements.
so could not understand in a better way,whatever you said.
there might be different sections inside the cio which deals with different types of visas and PRs.
as it reached there on 18th May , you were within cap of FSW1, but they send your application in FSW2 section .
on the day when they accessed your application they found that your application is not for FSW2 but its for FSW1 ,
so they send your application in FSW1 section of CIO, by the time it reached there ,cap was full.
so they send it back to you , otherwise you were in cap on 18th May.
It was a mistake of your agent and now you are paying for it .
Anyway ,you filed your application again , I wish it should come positive for you .
