Breaking News: Changes Announced for Three Canadian Immigration Programs June, 2011
01Citizenship and Immigration Canada (CIC) has announced changes that will be made to three of Canada's federal immigration programs effective July 1, 2011. In order to reduce the backlog of economic applications, CIC will be adjusting the intake of applications from certain immigration categories. Federal Skilled Worker Program
To qualify for the Federal Skilled Worker Program, applicants must have at least one year of paid work experience in one of the 29 eligible occupations or have a valid job offer from a Canadian employer. CIC has just announced that the list of 29 eligible occupations will remain the same for the coming 12 months; however, fewer applications will be accepted for processing. As of July 1, 2011, only 500 applications will be accepted for processing per occupation and only 10,000 applications will be considered in total for the coming 12 months. Applicants who have a validated job offer from a Canadian employer will not be affected by the caps.
Attorney David Cohen encourages applicants to submit their applications as soon as possible, “These 29 open occupations will fill up very quickly. Speaking from my own experience, a number of our clients have anticipated that the same occupations would reopen and they already have their files ready for submission for July 1st. It is important that your application gets submitted quickly and that you get it right the first time. There will be no room for error as occupation caps will be filled quickly, especially in the popular occupations.”

Federal Immigrant Investor Program
CIC has announced that as of July 1, 2011, the number of Federal Immigrant Investor applications accepted for processing will be capped at 700 for the coming 12 months. Canadian financial institutions, which act as facilitators in this program, are reporting that applicants will be required to submit government processing fees, a copy of their passport, and completed simplified forms to the Centralized Intake Office in Sydney, Nova Scotia. All other supporting documents will be required at a later stage of the processing.
To qualify for the Federal Immigrant Investor Program, applicants must have: • Prior business experience; • A minimum net worth of C$1,600,000 CAN; and • Make a C$800,000 CAN secured investment.
“Given the demand for this program, especially from Chinese nationals, we expect this imposed cap limit to be reached extremely quickly... probably within a matter of days,” says Attorney David Cohen. “Applicants should keep in mind that Quebec has its own Immigrant Investor Program which could be a great option for applicants who cannot submit under the Federal Investor Program as Quebec will be increasing the number of applications accepted under its program.”
The Government of Quebec is expected to make an announcement regarding its Immigrant Investor Program early next week.
Moratorium on the Federal Immigrant Entrepreneur Program
As of July 1, 2011, CIC will not be accepting any new Federal Entrepreneur applications. CIC has not stated when the Federal Entrepreneur Program will begin accepting new applications. Applicants are encouraged to submit their application to the Quebec Entrepreneur Program or to one of the various Business Immigration Programs offered by the provinces.

RBVO is the message displayed in your E-Cas.full meaning is Received By Visa Office, it was shortened to RBVO. you can check your E-Cas with the following link https://services3.cic.gc.ca/ecas/security.do?app=ecasbut you are gonna be needing your immigration file number which is given in your 1st AOR (Acknowledgement Of Receipt) - that is acknowleding that your application has been received and has passed the first phase and on the way to your respective visa office for further investigation. HI AWODER, Thanks for the Info...I CHECKED BY Estatus it says RBVO (Received_by Visa Office) When i click it "We received your application for permanent residence on May 19, 2010. We reviewed your application and sent you a letter on October 18, 2010. Please consider delays in mail delivery before contacting us. Your application and supporting documents were received by the London England office. They are pending review" What does this means   processing has still not started  ??/ how much time will it take for get my medicals I got my 2 AOR on 8 June.   Please advice...

May 19 is the date your first application was received by CIO and you were sent you first AOR on the 18th of october. Overall, it means you document is on queue and you still have a lot of waiting to do.
But noone is able to answer the question that when ecas will change into INPROCESS?

CIC dont want to make the situation worst any further by letting more professionals of the same NOC. They want the already landed migrants to get the jobs along with keeping a fair amount of distance from the native Canadians who could get the jobs without being hit hard by the migrants.
CIC has the woo to get millions of $'s in RPRF from the awaiting applicants but they have a social aspect to take care of. I am relying on CHC's London's reply that it could take 2 yrs or more for the files to be processed. 2011 seems bleak !

The file number has not changed and they have sent me below reply (4th July-11) for my queries regarding 2nd AOR:- Thank you for your enquiry. A letter acknowledging receipt of your documents was sent to the mailing address on file on 10/06/2011. Please note, your file has not changed. Please quote the following file number in future correspondence: B123456789 Regarding the status of your application: Unfortunately, it will take longer to process Federal Skilled Worker applications submitted under the first set of instructions (between February 27, 2008 and June 25, 2010) than originally projected. During this time, the department received applications for more than 425,000 people, and 144,000 of these have not yet received a decision. This number represents more than twice the number of projected admissions under the Federal Skilled Worker program in 2011, so many of these applicants will have to wait two years or more to be rocessed. Because they reflect Canada's current labour market needs, applications under the most recent set of ministerial instructions are processed on a priority basis. Our office sends immigration decisions and information requests by post or by email to the mailing and email addresses provided in the application. Therefore, it is important that our office be notified immediately of any change of address and contact details. We thank you for your patience and for keeping your correspondence to a minimum.
