RND department of HEC can seal your transcripts in 10 mins
and will not charge any amount
same was done by me

if you live in pakistan send your query to canadia high commission islamabad and not to chc london because you have not reached the stage of CHC london. only after cio approves your application you need to contact chc london. i also did the same and got the following response about a month ago.

where did you send those hec sealed documents??? to canadian high commission visa office or some where else??? as somebody told me to send originals selaed in university enveople and not attested photocopies sealed in hec envelope??

i havent send these documents yet as still waiting for my AOR to come
dear friend you have to send
Attested photocopies of your degrees
and Oridgnal Transcripts in sealed envelope
HEC is the highest authority in pakistan to attest and seal any educational documents
so just relax and go to them you will find 100s of ppl getting their documents sealed for canada
