MARKS 66 ...have to submit application before 18th february..IELTS on 12th feb

i have total score of 66.instead of passing marks 67. i will appear for IELTS again on 12th FEB...but i have to submit my documents on 20th february.
should i write letter to them with my application that I WILL submit the IELTS  test result  later...OR i will not RIGHT ANY LETTER AND UPON RECIEVING MY IELTS marks  WILL SEND them RESULT LATER .

I would be sure to have my documents in before the 120 days elapse.  Your IELTS results will not come through until well after that date.  Include a copy of your IELTS registration and a cover letter explaining you will send original copy of results as soon as you have them.  I do not know if they will make allowances or not these days, but you give yourself the best chance of success by getting in as complete an application as you can before 20 February.  Spend time doing your practise exams and get prepared to ace your IELTS!  Good Luck.
