I am not sure what you want to do.  If you want to apply for Manitoba PNP, you need a skilled job offer.  I much doubt you get hired as a plumber or a welder with a 6 month course.  It is apprenticeship that takes at least 3-4 years and is also regulated in Canada which means that if you were on a work permit, having done your apprenticeship in another country, you would have to pass a test to be allowed to continue working.  If you got a job offer as an apprentice, it might work.  You should talk to the PNP directly about your options.

So you want to do an exploratory visit?  You can do that.  Read this page: http://www2.immigratemanitoba.com/browse/howtoimmigrate/strategic/pnp-exploratory-visits.html  See if you meet the requirements.  Talk to the PNP and see if they want to interview you.
