Manitoba PNP and New C-50 law

Hello everyone,
Does anyone know that this new C-50 law can impact Manitoba PNP program? I am thinking about relocating to Winnipeg and sponsore my sister under Family stream . I want to be sure that nothing( PNP rules) can change due to this new law. If it is going to change when new instruction will be published ?
