1. X is applying for a study permit (student visa at Buffalo). What about Y? Is going to apply for ..what?
2. When Y can apply for a open work permit? At Buffalo? Or after arriving in canada? And where in canada? What are the procedures?

Y can apply for a Spousal work permit at either Buffalo, on entering Canada or from within Canada to Vegreville.
