 Is it possible that a low skilled worker can extend their stay after work permit expires and wait for a new one without leaving canada? What if he already work for 24 months and employer willing to renew their contract? How long would be the extension, if granted, will it be another 12 months?

They used to make you go home for 4 months after 2 years of work but it looks like they have changed it.  You can find in the FAQ at http://www.cic.gc.ca/english/information/faq/work/low-skill-faq06.asp that it definitely looks like you can renew your work permit for another 2 years.
