Lost Passport - helping a friend

A friend who has a canadian passport lost her passport when leaving for Dubai from Karachi Pakistan. Cant a canadian citizen travel on citizenship cards?

P.s:. Does the Consulate General in Karachi serve people with lost passports or do they have to go the High Commission in Islamabad and how long are the processing times and are there any temporary solutions?

You have to follow the instructions here:http://www.pptc.gc.ca/can/lost_stolen.aspx?lang=e
Also s/he will have to apply to Islamabad as there is only a Honorary consul in Karachi.  It will take quite a while to get the passport replaced.

Thanks pmm the honorary consul gave the contacts for islamabad and takes two weeks to process.
