I've seen many jobs in Alberta and other places in Canada where the companies offer salary + cost of living allowance (COLA) which is around 12K per year... Do you happen to know if COLA is taxable? is it paid per year, monthly, etc...

i have been working as an administrative assistant in an oil and gas company here in saudi arabia for 13 years.
i have worked in a manufacturing company - that manufactures car stereos, in the philippines for 4 years as maintenance techncian in the surface mount technology section. i loved that job - if only it paid well back then.
i am currently looking for an opportunity that would help me immigrate and work in canada.
basic facts about me:
Married
4 children
3rd year undergraduate (Electrical Engineering)
familiar with office suite software, photoshop, etc.
pc enthusiast
scuba diver (rescue diver and currently working on my dive master certification)
