Nopes, not on welfare. But still unemployed. I thought it clearly mentions on the site that I should have some sort of income to support him. If there is a way to sponsor him without being employed, could you guide me to that information??

prove that you have sufficient income to provide basic requirements for your spouse or common-law partner's dependent children. To do this, you must provide documents showing your financial resources for the past 12 months. This requirement applies only when dependent children who have dependent children of their own are included on the application.
So what that means is that there is no specific income requirement to sponsor your spouse unless your spouses grandchildren are included in the application. However, immigration can still refuse you if they are unsure of how you will support yourselves in Canada. If your husband is currently working and providing for you and he speaks English or French and would be employable in Canada, they would probably not have any problem with that. If however you are not working and he is not working or he is working but doesn't speak much English or French and is therefore not very employable, it is possible that they would refuse you based on you not being able to provide for yourselves.
