London Visa Office letter

I received a letter from the london visa office asking for additional documents.

They are requesting original educational credentials again, but i sent them in the first place to the Nova Scotia office with my full application.
I would appreciate it if anybody could tell me why they request them again?

Did you send Provisional or certificate that seems counterfeit?
One of my friends have been asked the same, he applied to his college for a duplicate original cert and sent that to the VO.

Yeah the first time i sent them i rang up the training organization and they sent me copies in sealed envelopes.
I did the same last week and sent them off to  the london visa office.
But my migration agent told me it's something that they just do..seems a bit weird to me though.
