The times are based on how long it took to process 80 percent of all cases from receipt of application to visa issue in the previous year.

By April/May 2012 you may get MR even though no body can precisely predict.
Speed of your case process depends on simplicity/complexicity of your application case.
Also you have not mentioned your time lines. like RBVO, AOR2, Inprocess...
During Inprocess, after your documents/background checks, you will get your MR.

What mean ?

As I informed

The times are based on how long it took to process 80 percent of all cases between January 1, 2011 and December 31, 2011. Processing times are subject to change.

i.e., they are taking previous year's analysis to predict the current processing time lines.

We received your application for permanent residence on March 2, 2010.
 
We reviewed your application and sent you a letter on April 13, 2010. Please consider delays in mail delivery before contacting us.
 
Your application and supporting documents were received by the London England office. They are pending review.
 
We transferred your application to the London England office on April 20, 2010. The London England office may contact you.
