Please Please Please!

I've posted this in General Questions with no avail, so I thought I'd try here as well and maybe somebody might be able to help me :) Basically, my wonderful Boyfriend is planning on coming to work temporarily in Canada (Ontario)from the US. He easily qualifies under the new Software Specialist Category however the information on applying in this is rather vague. My Questions are the following!

Can he apply at the POE for a TN visa agreement with a job offer under this category(Software Specialist) or does he have to apply under the skilled workers?
How much is the TN visa to work in Canada and is it really as easy as just applying at the border with all the required paperwork and fees? Or are there hidden steps that will hinder the process?

Id like to add an additional request that if anybody has ANY information at all pertaining to the Software Specialist Category, or any directions of where to get information on it, I would be greatly appreciative! Even a guide in the right direction to get information.

Yes, he can apply for the work permit at the Port of Entry (POE) or at the Canada Visa office in US. The North American Free Trade Agreement (NAFTA) allows expedited entry.

Check this link for more information:

Check specifically "Appendix G: North American Free Trade Agreement (NAFTA)"
Under Appendix G you should check "3 Professionals".

It gives a list of requirements for American/Mexican citizens.
His occupation should be under the NOC Appendix 1603.D.1 list of occupations.
