Yes, it's possible if the employer can prove need and be unable to fill their positions with Canadian citizens or permanent residents.

On jobbank.gc.ca i everyday found vacancy even for entry level position.
I am also applying to each advertisement.But didnt got any reply till.
So i want to know this jobbank is only for canadians or foreign workers can apply?
I also need good canadian style resume and cover letter from where can i get that? if you know?
