Live-in Caregiver ROEs

I need urgent replies please. I am a live-in caregiver who just completed 3900 hours but until now i cannot submit my application for permanent residence because im still waiting for my ROE from my first employer. Its been 3 months that i requested but still no ROE. Can i just go ahead and submit my application even without my ROE from my previous employer? Just a waste of time waiting and waiting, that is the only thing im lacking and its delaying my PR application.  How i wish the immigration will directly request all ROEs from the employer so that uncooperative employer will realize the need of ROE or their full responsibility as employer with regards to ROE.
