Live-in Caregiver PR Application and Extention of Work Permit question

So my mom and I are arguing. She keeps on insisting that she could file for PR Application and Extension of work permit and send it together (like in the same envelope). I keep on telling her that she should send her PR and extension of work permit separately since the extension will take lesser time. She can send it the same time but not on the same envelope. Her work permit will expire July next year. So who is right? Are we both wrong?

If your mom finished the required hours/months of the LC Program, she can send both PR and OWP applications at the same time to this address:

Go over both checklists (PR and OWP) one by one.  Be sure you did not forget anything or did not leave questions unanswered. Attached your payment and place them all in one envelope.

Why are you applying an extension of WP and an Open WP at the same time?
