Level of proficiency in english language

Hello everyone,
I want to move and live in Manitoba and then sponsore my brother under Family stream. He is 44 years old and has family. I asked for level of english knowlewdge and they replied that he has to have level 6 of IELTS. With all hard work that he is doing to take care of their day to day living, it looks very unreachable this level of proficiency in english language. It is a big burden. Any help or advise regarding this issue is so much appriciated.

He has hope under the BC PNP semi skilled,If he is under one of our priority Semi Skilled Jobs,Even He fails his English test,we will take him,Employer only has to provide ESL when he gets to BC

You are correct,What I meant was that his brother could find a job in our Semi Skilled Occupations without requiring Good English Skills,I defer to you as usuall

Hello BC Guy

I am looking for an AEO as a Diagnostic Medical Sonographer to help me towards my FSW application in process. Can you help me with that? I can also go for a BC PNP if possible. Do you have one? If not then do you know of someone in the similar position like you in Alberta PNP. With about 15 Years of Sonography experience it should not be any problem but looks like it is to me getting a Job or a Job offer in Canada.
