Under FSW, we are supposed to submit the letters of reference from our current and previous organsiations.
My question is that, if we get the letter of reference, it should be addressed to whom??
Can it be " To Whomsoever Concern" or some counsulate name??

Hi, its better that it is addressed to "THE CANADIAN IMMIGRATION OFFICER" in general.

when employer writes reference letter, it is always TO WHOM IT MAY CONCERN
