letter for proof of entire course in taught in english is right or not

if you want to substitute this 'letter' for IELTS for PR-processing---than it is of no use.IELTS is mandatory requirement for the same.ok

If immigration Officer has asked for IELTS your friend has to take the exam.

If officer has not asked for, your friend can submit letter. The officer can give point 0 or 2 for the english language ability. The officer will not give 4 points for each section.

Dear, if you are applying after June 26th 2010 then you MUST require to send your original IELTS score. The letter will NOT work.

   If it is after June 26 then it is fine, but it also depends on the Visa officer. If he or  she requires that then you have to take it.
