We are three member family. Our minimum required fund is CAD 16,580. Should I have to declare this to the customes as it exceeds CAD 10,000? Beause we are three, thereforefore , per head it is USD 5527.

If you are bringing it in cash or cashiers check, you need to declare it, see

What are the possible impact of declaration? If I bring Bank Draft, then I do not need to declare?

There are no impacts if you declare the funds, if you don't declare, then you could be fined and the money seized. Just fill out the form, it is no big deal.
