I had applied in 2001, stating my destination to be Vancouver.
Now when my immigration is complete and I have the visas, I nitially want to land in Halifax since I have relatives there. Can anyone please guide me the policy on this?

You can land anywhere you want except for Quebec unless you have a CSQ. IF you were accepted under the PNP program in BC you must make an effort to settle in BC.
