Landing in Toronto for Outland Applications - what to expect?

Hi Everyone,
Pretoria has just asked for my husbands passport and so we hope he will be arriving in Canada sometime in late November. Unfortunately, he has to fly to Canada by himself, and for the first time. 

We have no idea what to expect from customs and immigration. Will they interview him? What kinds of documents should he have on him?

It's a very simple interview, they will ask him to confirm he has no other dependents other than those listed on his COPR, ask him to confirm his address (to send PR card) and ask him to sign the COPR.  He needs his passport with the visa, and the completed Goods Accompanying/Goods to Follow listing of his personal possessions which are coming to Canada with him/later on.  It does not need to be overly-detailed, but should specify high-value items like electronics and jewellery separately.

Thank you! Hes not planning on bringing anything over except a few clothes, and some of my things that I left behind in Malawi for him to bring over. Does he still need to sign this form?
