Landing from Michigan to Ontario

Hey guys !

I am very confsued regarding the landing procedure and will appreciate any sort of help if possible !!
 - My husband lives in Michigan and works there (On H1B)
 - He got his passport with PR Visa, need to land now
 - I live in Windsor as a PR
 - My husband will move to Windsor and commute from there to work daily.
His possessions/Goods to Follow :
 - Car: In lien with BMW Financial, interested to sell the car soon anyway.
 - Furniture
My questions :
1. Does he have to import his car when he lands or can he not import it and keep driving it in Ontario, and commute across border daily until he finds some buyer for this car.
2. Can he bring the car in without importing and I drive it within the city while he drives my car to Michigan and back ?
3. For both scenarios, does he need to get Ontario driver's license right away ?
