You need the B4 and the B4A from here: http://www.cbsa-asfc.gc.ca/publications/forms-formulaires/menu-eng.html  for your goods accompanying and goods to follow.

My husband currently lives with me in Canada and is on a work permit. We have nothing further to bring in (we did this when he moved here 2 years ago). Do we still need the above forms when we leave the country and then land? When we do land, are there certain hours only that we can do the landing at the border?

I am also interested in this question.  I already live in Canada on a work permit and so all of my belongings are already here as well.  Will be landing in a few weeks

You goods were admitted by Customs for the length of your work permit.  By law, you should actually contact CBSA at an inland office with proof of "landing" and the goods accompanying and goods to follow.  If  you dont have goods to follow, you will probably get away with not reporting.

Anyone have experience with this? If my husband is already here on a work Permit, does he need to fill anything out in terms of goods etc?
