Hi,

I have recently got my PR visa. I am planning to land soon. I will be landing from USA. I need to come back USA after three weeks.

Can I use my friend's address in Canada for PR card application?

Will it be any problem if I am not present in Canada when my PR card arrives?

I think it is not important to attend there when you give your Address they will sent for you.

You can give your friends address but if they ask you if you will be there when the PR card arrives and you say no, it is possible that the immigration officer will decide to hold the card until you are in Canada to stay.

This is not really a problem because if you are visa exempt, you can always enter with your landing papers and if you are not visa exempt, you will get a travel document at a Canadian embassy in the US.

Once you are in Canada to stay, if it is less than 6 months since you landed, you just have to tell immigration that you have arrived and give them your address and they will mail you the card.  If it is more than 6 months, it would be handled like a renewal so you would have to fill out a form, get new photos and pay $50 and then you would have to pick your card up at the CIC office in the town where you live.

Landed in Canada always means landed as a PR when you are talking about immigration.  That means after you got your PR visa, when you went with it to a point of entry or to a CIC inland office, did your PR paperwork and got your landing documents.

If someone got the record of landing a long time ago (say 10 years) without getting the PR card (outside Canada) and now they apply for permanent resident travel document and get it. Upon arrival in Canada, will the immigration office send the PR card by mail or will the immigration office require an application and $50 fee which takes about 200 days?

Yes, since it is more than 6 months since they landed as a PR, their PR card application will be treated as a renewal.  They will have to provide new photos, apply using the application form, pay $50 and wait for approximately 137 days currently at which time they will be notified to pick up the card at the CIC office in their town.  You can see the processing times at http://www.cic.gc.ca/english/information/times/perm-card.asp  At some point they may have gone up to 200 days but there has also been a time it was only 90 days.
