If someone got the record of landing a long time ago (say 10 years) without getting the PR card (outside Canada) and now they apply for permanent resident travel document and get it. Upon arrival in Canada, will the immigration office send the PR card by mail or will the immigration office require an application and $50 fee which takes about 200 days?
Yes, since it is more than 6 months since they landed as a PR, their PR card application will be treated as a renewal. They will have to provide new photos, apply using the application form, pay $50 and wait for approximately 137 days currently at which time they will be notified to pick up the card at the CIC office in their town.
