You can't contact them by telephone if you want to ask immigration related queries. You can either email or use web form.
Their email is
London-im-enquiry @ international.gc.ca
If you want to use web form

What I have seen they always answer to emails and I would recommend emailing them.
Just for information the telephone no of Canadian High commission in London is 00442072586600
