I read the Operational Bulletin 120 –
June 15, 2009 of FSW but I couldn't understand the following two sentences:

1- Missing SELDEC documents (what is the meaning of SELDEC???)
2- Descriptions of duties taken verbatim from the NOC should be regarded as self-serving. (What is the meaning self-serving??) and in this situation what the Visa Officer will do for this applicant who taken the duties verbatime from the NOC?
Please anybody help
