The federal Tories want to change the criteria for allowing newcomers into Canada. Immigration Minister Jason Kenney is proposing a new point system for deciding who should qualify for the federal skilled worker program.

He says the new system should favour young people, tradespeople and immigrants fluent in English or French.

Kenney says research into the finances of immigrants shows that these factors are the keys to success.

The government will spend the next month consulting the public on the proposed new targets.

The changes come just as there is growing evidence that this generation of immigrants is generally not able to make ends meet as well as previous generations.
