I share here the Buffalo NY CHC timeline is changed , now it will takes 19months (from 2nd AOR). (before was 17months).

Keep update if you guys get something different.

Count 19.month after you send full application to Buffalo,before they sent you 2AOR.It is not the sam
If you go back to the CIC site, they wrote: (Processing Times IN MONTHS)

(based on a complete application package).
So, starting from the date you sent your full documents.

my is same your timeline, I got  first AOR ain march 2010, then sent documents and got 2nd AOR november 2010, then still no update same as yours msg with in-process. waiting for update or MR or something request atleast we can know our case is move, but finaly I hope for MR .... lets see, may be we will get soon , now time for us.
timeline 19months is I hope after 2nd AOR as I think but some people says after sending Fulldocuments and status with RBVO, but still some not clear. so I hope it will be after 2nd aOR, doesnt matter, this CHC's runnig more over time too, look our timeline, I sent CIO app in december 2009 then as above my applicaion moved , but now its too slow...
