If your sister lives in AB and has lived in AB for the last two years and been PR for the last two years and you meet the requirements for PNP family sponsorship, your sister and her husband can sponsor your family under AB PNP, see
http://www.albertacanada.com/immigration/immigrate/familystream.html

Both of the following have to be true:
1. she needs to have been a PR for 2 years
2. she needs to have lived in AB for 2 years
For other requirements, see
http://www.albertacanada.com/immigration/immigrate/familystreamsponsor.html
and for your requirements as the person sponsored, see
http://www.albertacanada.com/immigration/immigrate/familystreamcandidate.html

No, your brother in law can not sponsor you. Read the website.
