If i cannot be petitioned by my sister through family sponsorship since i am already married and my sister got her visa through her husband..can i apply for Alberta PNP family stream..and bring also my daughter with me..since it says there that i need to have at least a sister or brother,aunt or uncle..and a like..

If your sister lives in AB and has lived in AB for the last two years and been PR for the last two years and you meet the requirements for PNP family sponsorship, your sister and her husband can sponsor your family under AB PNP, see http://www.albertacanada.com/immigration/immigrate/familystream.html

So all together..that will be approximately 4 years of residency in Alberta Canada, am i correct?

Both of the following have to be true:

1. she needs to have been a PR for 2 years

2. she needs to have lived in AB for 2 years

My brother in law has a long stay in canada than my sister..can my brother in law be my sponsor instead of my sister..thanks

No, your brother in law can not sponsor you.  Read the website.
