They don't usually issue AOR (or PER) until after the eligibility review.
An application counts towards cap after its completeness check, but before the eligibility review.
So it's not too surprising that no-one post-July-2011 is reporting receiving AOR/PER yet.
Give it a few weeks!

I have an approved and paid for PEBC test for jan 2012.
now for this test to be withdrawn i must have at least 3 months notice in advance so they advixe to get TRV early so they can give me my money back at least some of it. if not it not anymore PEBC probl ( visa refusal)
i do not know if my package made it( conmplete or reject)
should i still try and do dual intent pending PR application or should I just consider obvious reject and not do it.
MY other option is to go to UK to take test but its additionAl 380cad and another admin fee of 50 cad with personal letter as to why( reason)
I can change the exam venue but not the date i take this test. and i need to send within this month as well.
priority wise i want my PR but it is double d heartbreak if that packahe is refused or worst NER and i also didnt take the eligibilty pebc...
