I wanted to bring your attention to a news release from Minister Kenney's office yesterday:

http://www.cic.gc.ca/english/department/media/releases/2012/2012-04-17.asp

It basically suggests that the new  guidelines for FSW applicants about to be released would have a new point system, with emphasis on younger applicants, with high education credentials,  and very high reading and writing skills in English. They must also be in NOCs that are in great demand, meaning they can get a job immediately...

Here is my concern, the news release states:

"change would allow new regulations, once approved, to apply retrospectively to people who have already submitted an application. "

This would mean that the new point system and its requirements would apply to all those who have submitted applications in previous years as well, in effect thousands of applications will be denied because they would not qualify. Only the few, with the above mentioned qualifications, will get through.

Important part of Minister Kenney speech on 17th April 2012
Today, Minister Kenney announced two additional changes that will help transform Canada's immigration system. One proposed change would help CIC ensure FSW applicants meet current labour market needs. It would allow new rules set out in Ministerial Instructions to apply to people who have already submitted an application. For example, instructions could place a priority on a specific occupation, such as doctors, and have existing applications from doctors processed first, regardless of where they are in the queue.

A similar change would allow new regulations, once approved, to apply retrospectively to people who have already submitted an application. These changes would help ensure that immigrants are chosen based on Canada's current needs and priorities.

dear members  you have not posted comments on this post, it means you are not familiar the side effects of these to proposed changes.
1- thousands of applications which already submitted will be returned
2- most of LVO applicants will be effected because most of NDVO applicants have got the visas.

Dear Mr. Engineer

But the speech or notice does not say that they will return any applications . They mentioned that they will give priority to some occupations. So it will be an additional delay; that's all.

Rest I am not sure that these changes will be applicable after July 2012 applications...

Hope for the best.. Smiley

once approved ...Huh? & to approve a bill & regulation.. Canada also need to work hard & get the auth. from all territories. So I think proposals do come but its a long way to go for new system to implement.

I wish & hope that we will get our Visas till then.. Smiley
