one of my friend has one year of exp. in plumber and having a sales(marketing) exp. of 4 years. will he be eligible to apply? how many points will he get from experience? if yes, then under which NOC. his qualification is graduate and 1 year trade certificate in plumber.

Please ask your friend to apply regardless of how many points he scores. In many cases, they do not require 67 points for occupations that are in deep shortage (crane operators, plumbers...) as they know that the current system does not allow them to immigrate! let's face it, how many plumbers do you know who can speak good English/French and have a university degree AND have enough money in the bank as a legit proof of funds.

They know that their system is not very fair towards these occupations and they are making changes to the it as to accommodate their situations (lower academic qualifications, lower IELTS score, and God knows what else).

This is just my opinion!

In my opinion, you did nothing wrong in expressing your point of view, by trying a reasonable explanation to others(much younger) forum friends , who misinterpreted common sense...

As always, is very nice of you to reconcile and to calm down a risen situation, even by apologizing when is not necessary, just to make the others feel right or understood....
By doing this, you show no vanity, nor careless towards others and a good wisdom.
Some people find it difficult to accept impartiality comments from you, even if they consider u best friend.
You did this, because you also cared about this thread and wanted everybody to feel welcomed and not feeling left out in a stressful mood....

nd he used to patiently answer my queries on the fone
sometimes even for half n hour continuously

So i guess September applicant will take longer time. Do you guys think, my file is being worked on by an immigration officer already? 

This is sort of standard AOR reply from LVO.
They have your file, but have no idea when is due for processing....
I hope it will happen very soon for you bro..!!!

   Pay the right of permanent of residency fee yourself and spouse by xxxx date.
   Complete marriage questionnaire for yourself
   Marriage photos
   PCC clearances
   Indian Mailing Address. We do not mail passports  outside INIDA/NEPAL/BHUTAN



1) where to obtain marriage que form? do i need to fill it or spouse?



2) does this letter mean passport request do i need to send passport now on the base of this letter?

You must have received the "Marriage questionnaire" form in pdf along with your MR/PPR.  And also I believe your deadline is April 30th, 2012 instead of March.
